What is Budget at Completion?
BAC is the total budget for the work included in the performance measurement baseline at project completion. In a well-controlled EVM system, it is not simply “all available money.” Management reserve is maintained separately from the performance measurement baseline.

If your project is being built from cost packages or major budget categories, sum the authorized baseline budget for all scoped work. The builder above is a convenience for that arithmetic; in an operating EVMS, BAC should reconcile to the approved baseline.
BAC vs project funding
Project funding, contract budget base and BAC can differ depending on governance and reserve treatment. That distinction matters when you later calculate VAC or TCPI, because those metrics use BAC as the performance target.
